In the Breeze snap-in developer guide, it talks about how to configure a snap-in as a calling party or as a called party service by editing the properties.xml file. Do you have to make individual snap-ins for calling and called party services or does a snap-in cover both calling and called parties by default?

Your snap-in can be both. If you populate ORIG_GROUP/ORIG_ORDER, it's a calling party snap-in. If you populate TERM-GROUP / TERM-ORDER, it's called party. If you populate both of those, you'll get invoked on the behalf of both calling and called party.
