I have just begun reading the Avaya TSAPI programmers' reference and am wondering if a .NET assembly exists of if I should work in C++

Avaya only provides a C++ SDK for TSAPI. If you wish to develop in .Net, I suggest you look at DMCC. It has a .Net SDK and includes all the TSAPI functionality.

And with DMCC the SDK is free! With TSAPI there is a fee to purchase the SDK to cover royalty costs associated with it.
