which allows agent set absence status from their phone by calling vector VDN and absence code
(1-9). This absence will be displayed on trio Enterprise Attendant client. Trio Enterprise is supplied with all prerequisite software.

Would this connection mean basic tsapi license ? how many, for each absence code ?

Assuming TSAPI MakeCall is used to place the call to the VDN, one TSAPI Basic User license per active call; only for the duration that the call to activate the absence code is being entered. Once the call ends, the license is released. So how many simultaneous absence calls do you expect?
