I would like to get skill priority for an agent. Is this possible to do with just tsapi events? In particular I would like to know if an agent is reserved?

So you are referring to the skill level on the second page of the Agent form? There isn't a TSAPI event that carries this. You would have to use the System Management Service to get at that field.
