I currently use JTAPI to poll agent states which has limitations when dealing with a large number of agents, are there any alternative API's other than JTAPI that allow agents states including "ACW, Ready, Not Ready, Busy"
to be pushed to a client via a publish–subscribe arrangement rather than a polling method ?

Unfortunately, no. Third-party applications can only get current agent state by polling.
