DevConnect divides product APIs in to two major categories, promote and 'the rest.' For promote interfaces free support is available to registered level members (which you are). For 'the rest,' only paying members can access DevConnect support services. If the product team wants, DevConnect will host a forum where they can provide public support for their APIs. Not all product teams agree to provide forum support and thus not all APIs have public forums where there would be free support. Promote APIs also show up to registered level members when they open technical support tickets, 'the rest' do now.
So in this case support for the System Manager Web Service APIs are not available to you due to your membership level. If you would wish to consider a support enabled membership, please start by reviewing the membership information at this page
