Data project don't provide any prompts, announcements, menus, or other language interaction with the caller, so I'm trying to understand why do they require additional languages be installed for applications that use non-english languages?

We deployed a Spanish application that utilizes a Data project for some business logic, and the application crashed because the Spanish language isn't installed into the Data project.

You are right. Language is not really meaningful in a data project. I think we left it there just for convenience in implementation. In this case, it's just a label. For now, you need to go around it by adding the missing language in the project properties.
