When the acsOpenStream( ) fails with a negative error code. We abort the stream and re-connect .
When we get a return code of -10 for AbortStream request it is followed by an ACSUniversalFailureEvent with return code of 0. There after we are unable to re-establish the TSAPI cti connection. Untill the AES is restarted.

Avaya version is 6.3.3.10 (SP10).
