The application is no longer running on OD simulator after I upgraded the OD from 7.2.1 to 7.2.3. I have both JRE and JDK Java 8 Update 221 both 32-bit and 64-bit installed on the computer. The application would throw an error "Playing text " Your application is having a problem. The event ", Language (en-us), Gender (Female)

Maybe the Tomcat context file is not generated or corrupted. Try right-click on the project in the workspace and select the Orchestration Designer->Update Context menu item.
