If I have a CAV of type file how do I make that available in a module? Other types I can pass as a parameter I just don't know how to pass a file to a module.

Since you can only administer the CAV in the main app, you need to enable CAV in the main app. The CAVs for the module will show up in the EPM configuration page for the main app that calls the module.
