ACE does not necessarily replace AE Services. You can use it to program a telephony application instead of AE Services. AE Services only works with Communication Manager, where ACE supports a variety of different switches. The main advantage of ACE is that you don't have to be a telephony expert to program an application, where as AE Services and it's interfaces require a more advanced skill set in telephony.

ACE provides a set of web services that are used to perform telephony functions against whatever switch you are working with that is supported by ACE. With ACE it is a much quicker development cycle to get an application up and running. However, ACE is more limited in what can be done from a Telephony standpoint than the AE Services interfaces TSAPI, JTAPI, and DMCC.

So it just depends on what your skill set is, and what your development requirements are.
