is there a document that helps to guide the user on how to setup call intercept from CM to ED and everything in between?

ED is a snapin under Breeze. To route the call intercept events to ED, you will need configure SM settings to first route the events to Breeze. Then configure Breeze settings to route it to ED snapin.
Session manager configuration, to route the call intercept events to the breeze cluster
1. Add application for the breeze cluster
2. Add application sequence and select the above application
3. Add implicit user for the dial pattern and select the above application sequence for termination application sequence.
Breeze configurations, to route the call intercept events to engagement designer snapin.
1. Add service profile and select Engagement designer application.
2. Create implicit user profile for the dial pattern and select the above service profile.
ED changes to receive the events,
1. The Start task in the workflow should be listening to the call intercept events
2. Deploy the above workflow.
3. In the ED admin console, create routing rule for the call intercept event if you have to invoke different workflows based on the calling or called numbers.

we've got all of that. We can see the SIP alert coming but Breeze does not launch the app assigned. It is silence for a minute or so then the call drops.

We have the call answering but now the prompt is no playing. We are getting this error
None of the active participant in the call matched the provided handle local.1593118826206_4195190!10.50.140.114

Are there any workflow instances created when the call is made? Could you please make sure that you have deployed the workflows with call intercept events in the start task? Perhaps one with calling_party and another with called_party to just test to see if any of them get invoked.

yes instances are created but it won't play TTS or URI prompts.

This is now looking like you may have issues with AMS playing announcement rather than ED. I would suggest you contact Avaya Services for this and then it will get routed to the right folks to help.
