If I send a request for SetAgentState and get a SetAgentStateResponse (ie. not a CSTAError), is it safe to assume that the agent is now in the state that was requested? If I send a SetAgentState to Ready and get a SetAgentStateResponse, can I safely assume the agent went into Ready state?

yes, unless the agent knows how ot use feature access codes, or has buttons, or there are other apps in the environment that might be changing state. It is good to query every so often to be sure of what the agent state actually is.
