I faced the same issue using the PostgreSQL 11.
Root cause:
The PostgreSQL team changed the organization of the database meta and how the JDBC APIs work with it.
Fix/Solution for the OD 7.2.3+:
The OD development team provided a new 'db.jar' file to fix the issue (it should work fine in all releases 7.2.3+). IMPORTANT: This fix is for LAB USE ONLY (DON'T USE IN PRODUCTION), you need to wait for an official product update to get a production version of the fix. The fix will be included in future OD releases (current release on December 9th 2022 is 8.1.2). If you need the fix urgently, please open a DevConnect Technical Support ticket:

Installation istructions:
- Create a backup of the file <OD_home>/eclipse/plugins/com.avaya.sce.db_<version.built> and save on your environment (in case the fix is not working fine);
- Replace the "db.jar" file in the '<OD_home>/eclipse/plugins/com.avaya.sce.db_<version.built>' directory (ex. C:\AOD-8.1.2\eclipse\plugins\com.avaya.sce.db_8.1.2.1101) with the new one provided by OD developers
- Restart the OD.
