Incoming call from other ACE profile user does not answer correctly, conversation window does not appear. User must signoff to clear the unanswered call. Calls from non ACE user work correctly. This fails in both Computer and Phone modes. This failed in 2.3.1 and still fails in 2.3.2

Hi Warren,

I tested this with our 2.3.2 load, and it worked. I understand the scenario as:

Setup:
User A (Originator) is an ACE User.
User B (Terminator) is an ACE User.

Scenario:
User A calls User B using an ACE Application, invoking the call using ACEURI. I.E. makecall (From ace:userA, To ace:userB)

Issue:
User B is not presented with the incoming call when in Phone Mode?

Question on my side:
When this test/make call was executed, UserB's priority telephony device within the ACE UserProfile was the desk phone number as provided within the OCS Client? (From OCS AddressBook)?
Similarly, when the AIE/Resources service was started initially, or when userB was added to the RESTful_Session_Control group on ACE, userB's top priority device was the same number as defined within OCS?
