You should be able to access .NET web services using WSOPs, but it's not a guarantee.
For the first error, take a look at this post:
http://www.devconnectprogram.com/forums/posts/list/17185.page
For the 415 error, you should be able to add in headers and fix it. However, it seems that you've done that and are getting a different error now? The DOCTYPE one? There's a smattering of reasons for it, and it's unclear which is the right one. For some, fixing the port was the answer. You might have to write some Java to invoke the service and set everything manually, if it isn't working using WSOPs. If you're unsure how to do it, you can attach your WSDL here and I can provide some code.

» 403 Forbidden error in OD Web Service call, 10/09/2015 20:34:27

I'm not entirely sure, just from the code. But, do you need some sort of certificate to access the web service? You can add any by going to:
Window -> Preferences -> Avaya Aura -> Orchestration Designer -> Certificates
Other than certs, OD shouldn't be interfering with Java code such that code written outside OD works, but doesn't in it.

Your post is a little confusing, but the request looks like a "2015" is being sent. Is that not correct?

The error you are getting shows the variable stack is gone. Can you show the whole app log for this call? Make sure all the options in ddrt.properties are enabled.

I have not seen that error before in relation to OD/EP. Are you running some sort of custom configuration? Web searches I've done on the error indicate it's related to Apache HTTP Server, and not Tomcat, as well as XAMPP.

Take a look at this post:

In specific, check out the sample app that's included in the second post, as I think that might be helpful.

Hmm, I think I understand the issue. Why do you have the If statement? Couldn't you just create the .wav file regardless? Another thing would be to try and just create the file using Java first.
EDIT: I just reread your post, and it seems like you might not want to create the file, but rather it already exists and you want to reference it. Is this the case?

Can you clarify a little what's happening? Sometimes it recognizes the DTMF input and sometimes it doesn't? Do you have a log you can post of when this happens?

Voice Portal refers specifically to any version of the platform prior to 6.0, i.e. 5.1 and before. As of 6.0, the platform was changed to Experience Portal. It looks like you want to deploy onto 6.0, so EP would be the right choice.

The way you would normally resolve this is by installing the languages into OD. This would be done by going to:
Window -> Preferences -> Avaya Aura -> Orchestration Designer -> Languages
Then, add it in there.

You can record the utterance to an audio file by selecting the input node and setting the "record utterance" property to true. This is just a recording of the utterance to an audio file, so it is not going to be interpreted since it does not match to any values in your grammar.

When you import a pre-OD7 app, it should automatically upgrade the various JARs, as well as web service stubs. Make sure you don't skip any of the upgrade steps. As an alternative, you can overwrite the WSOP file, which will generate the stub again, by recreating the WSOP.

Do you get the same error if you run the app in simulation, in OD? The .classpath file, in OD, is located in the projects root, but is normally hidden from the view. Also, did you also deploy the runtime support files?

If you do a Google search for something like "Java file to byte array", there are a lot of code examples on how to achieve this. You'd just provide the temporary file, as Ross mentioned, to the code fragment.
