Can you please provide complete ED logs around the time when you make the call, that may help figuring the issue

can you please check the value of ed attributes in smgr
there should be an attribute called "delete completed instances or not", can you flip its value and try

I am thinking that you send some call related data to kick off the workflow instance, probably that call data already has TS that you can use or you would have to add a TS to that call data

There s no ED provided way currently to get TS
you can send current TS with the data that you start workflow with and use it later it email
