Make sure the license server URI has been set properly in Window->Preferences->Dialog Designer or during export this field is on the "Platform Details" wizard page.
The license server URI should look something like:
You should also make sure that the license server machine is accessible (ie. can be pinged) FROM the application server you are deploying to.

Also, did you install the Dialog Designer licence on WebLM?

After you have installed the app on the application server, open a web browser to http://<server:port>/<appname>/index.jsp. Click on the "Validate" link and confirm that the License Server URL is correct.
Also you should telnet to your application server and make sure you can reach the license server. If the application server does not have network access to the license server, then neither can the DD application.

It should work for you on Solaris.
check some of the things mentioned in this thread:
Can you see the license server?
Can you verify your app?
Did you use the same license on Windows?

This is the same version of DD installed on both Solaris and Windows?
Can you check your ddruntime installed jars that reside in your common/lib dir on both servers, especially the weblm.jar.
Are proxies the same for both?
