In OD 7.1 there is a bug where the web service name is switched to the wsop file name just after the operation is created. On initial creation, you see the correct web service name, but when you re-open the operation the name is switched. The jar file below resolves this issue.

In <eclipse home>\plugins\com.avaya.sce.ws.axis2_7.1.0.1202\ replace the ws_axis2.jar with the attached jar file and restart OD/Eclipse.
