Hello,
I will be writing an app using jtapi just to capture agnet's ucid. Will tsapi license are required for this?

If you need to monitor the agent's station, you will require a TSAPI basic license per agent.

If you can get the information some other way (e.g. a monitor on a VDN) then you may not.

There is some information on TSAPI licensing in the Devconnect FAQs - see the FAQ: AE Services TSAPI -> Licensing section.
