My question regarding telephony web service,,How to add agent through the Web service?
How to get agent state using the telephony web service?
Please help me regarding these above queries.

You can not do provisioning through the telephony web service. You would need to use the AE Services - System Management Web Service to accomplish that. operationally you would go through the same actions you would at the SAT... You would have to discover the configuration of the dialplan, perhaps do a list agent, and inspect the ranges the agents were being added in, and then perhaps do a add agent next start xxx operation.

How to get agent state using the telephony web service? operations in this class are not possible through the TWS API. TWS is pretty much a make a request and you don't get a response beyond accept/fail indication interface. You would need to use TSAPI or JTAPI or DMCC to query for agent status.
