Does Avaya CM/AES support queue metrics that I can display in our app during a transfer?

For example, if an agent is transferring to a queue, we want to pull the average or current wait time so we can display it

While the FAQ is JTAPI oriented you can implement a similar methodology with TSAPI and DMCC call control.

For vustats do we require advanced tsapi dmcc license or will basic license work.

a 'normal' DMCC license is needed to access vu-stats. You do not need a TSAPI Advanced user license. You are using button & display station functionality through DMCC. You will also need an IP Station and basic station license on CM - probably per split you want to monitor, although you may be able to have vu-stats "menu's" that cover more than one skill on a single station, but there is an upper limit to where you can take that model. there may be other ways to stretch how you use a station to cover more than one skill (multiple vu-stats buttons? IDK).
