When asking SMS questions please refer to the model you are using, what operation and qualifier, and the response. I think I understand what your question is, but I haven't heard of "hook off", so the more details you can provide the better.
With that said, to get agent state availability you would need to use TSAPI, JTAPI, or DMCC and poll for the agent state using getAgentState. Keep in mind that those interfaces require TSAPI licensing.

As stated before button data is of ArrayType so you would need to set the position and the value of that position. You need something more like the sample application that I mentioned. Here is an edited snippet from that application:
ArrayType Button1 = of.createArrayType();
ArrayType Button2 = of.createArrayType();
//first position in string array is going to be the position in the button
//data array list. Second position is the value for ButtonData1, and third
//position is ButtonData2 value

The password looks to be the same as the Agent ID, so try 40116 as the password.
On the main tab of the dashboard I set the extension to 29998 and then set the appropriate IP's for AES and Switch. After that I started the session, Get Device ID, start monitors. I got a valid response. I then logged in your agent to a station and I got an Agent logged on event.

Are you able to update the values with the SMS test tool? The values that you are setting are of Array type and you have to set the position. There is a sample app called System Management Services Web Portal sample application that uses button data which is also array type.

There isn't a way to get that information from the station model. The issue you are having with the Agent model sounds like a CM login permissions issue. When you use the credentials to login to CM, and bring up a SAT session, you can type "list" and then the help key combination to see what your login is allowed to do. I would see if the CM administrator can give you more permissions with your login so that you can use the agent model.
Whenever you have issues with SMS it is always a good idea to login to the SAT on CM to look at the behavior. Anyway, start with your permission level and see if you can get the 'list agent' command to work.

The login name should be cmlogin@cmip, so for example cust@192.168.1.2. If you don't know the CM login then yes you would need to get it from someone who does. You only need to provide a port number if you are using a non-default port, in which case I wouldn't know what ports you are using.

1. To use the Telephony Web Service you would need TSAPI licensing. The SMS web service does not require any licenses on AES. What is the 3rd web service you are referencing?
2. SMS web service will return whatever is provisioned on the CM station form as long as it supports that field. If you have an AES you can use the SMS web service test tool located at https://[AESIP]/smsxml/smsxml_test.php. This will show you what is returned with the SMS web service for any model that is supported. Very handy tool, just replace [AESIP] with your AES's IP address.
3. As far as I know it has always supported the station model, so it should return anything provisioned as a station. As always you can use the test tool I mentioned in number 2.
4. It was a service that used to be supported by AE Services, but it hasn't been supported for several years now. This must be what you were talking about in number 1 as the 3rd service and is why I didn't know what you were talking about...because it is not supported, and I have never used it.
