This issue
- is not platform related: it happens on both Windows 10 and 11
- is not hypervisor related: it happens on VMware vSphere and Microsoft Hiper-V as well on Windows 10 and Windows 11
- is not Java related: it happens with all Java releases (tested several JRE 1.8 and JRE 11)
- is not permission level related: it happens running the OD as admin and as standard user
- is not POM PDC dependent: it happens with the PDC .145, .146 and .147
- it seems not related to the Antivirus software, the firewall or the VPN connection

it happens on the OD 8.x (OD 7.x works fine) only on some specific devices (pc/laptop/workstation/server) running the same Windows version/release , here the evidence:

Additionally, the Eclipse logs say just several plugins, after the installation of the POM PDC , are missing/their dependencies (Invalid input .....- java.io.IOException: Unable to resolve plug-in ..... ) while the Windows Event Viewer reports only a warning for the Eclipse "RADAR_PRE_LEAK_64" that simply means the OS has detected a resource intensive process running which isn't managing its memory very well (it isn't a memory leak, it is "pre-leak", meaning the OS' RADAR function thinks this could become a memory leak.

Use a working stand-alone OD 8.x with the POM PDC already installed.
If you have no chance to retrieve that, you can submit a Technical Support ticket on the Devconnect portal:

On the ticket
- specify the OD 8.x release you need (ex. OD 8.1.2);
- specify the POM PDC release you need (ex. POM PDC 4.00.01.147) compatible with the OD 8.x requested above.
You'll receive all useful info to download the .zip file. Then
- download the .zip file
- unzip the file
- copy/paste the OD 8.x on your laptop/desktop PC (no need to install, you can use it as stand-alone software, in this way you can also use multiple OD versions on the same host)
- run the OD 8.x for the first time
- make sure the POM PDC version you requested is properly installed, you should see something as the picture below on Attachments (that is for the POM PDC 4.00.01.147)
- set up/configure the OD from the very scratch (enable trace logs, set up the App server directory, select the JRE, check the Compliance level, etc...)
- test if it is working fine

After installing the POM PDC on the OD 8.x, on the Eclipse logs

In Eclipse IDE: Window -> Show View -> Other -> General -> Error Log
In Eclipse IDE: Help -> About Eclipse -> Installation Details -> Configuration -> View Error Log
search for the full list of missing plugins. Then, using the stand-alone version of the OD, collect them all on a folder/directory. Try to reinstall the POM PDC from the scratch on the OD then paste all plugins on the OD and restart.
