For TSAPI, both are required - the SDK (which has a cost) provides the API to invoke the client, which in turn is co-located with your application and invoke functionality on the AE Server using a series of proprietary Avaya APIs not directly exposed.
JTAPI provides similar functionality in a Java methodology, using both the JTAPI SDK to access the functionality of the JTAPI Client, which in turn interacts with the AE Server. However, both the JTAPI SDK and Client are available at no-cost.
The other options are DMCC (Device, Media and Call Control), the Telephony Web Service, or the System Management Web Service.
This all depends upon what you are actually trying to obtain from AE Server, and how real-time you need that information to be.
See http://www.devconnectprogram.com/site/global/products_resources/avaya_aura_application_enablement_services/interfaces/index.gsp for information on various interface options, and use the API Selector http://www.devconnectprogram.com/site/global/products_resources/avaya_aura_application_enablement_services/educational_resources/getting_started/index.gsp to learn more about the scope of each API set.

Supriya - DevConnect provides formal compliance testing programs for our Technology Partners. You can learn more about the benefits of a Technology Partner membership through the Program Overview information ( http://www.devconnectprogram.com/site/global/program_benefits/membership_overview/index.gsp, accessible via either the Program & Benefits tab in the top Mega-Menu, or via the Program Benefits tab in the middle of the main DevConnect page).
To be clear, if you are seeking support from DevConnect on the use of Avaya API's in order to develop your own application, you can purchase DevConnect Technical Support in 10-hour blocks of time as a "Support-enabled Registered Member".
If you are seeking, however, to have your application recognized by Avaya as interoperable, Compliance Testing and a Technology Partner membership would be the proper path. DevConnect does not "support 3rd party applications" directly; our Application Notes that are created from the compliance testing process are configuration guidelines to be used by customers, channel partners and Avaya Client Services personnel to troubleshoot interoperability issues.

Dan,
To expand on John;s response:
1. AE Services is designed to work directly with Avaya Aura Communication Manager. It does not work with IP Office.
2. IP Office has its' own TAPI interface for CTI - see http://www.devconnectprogram.com/site/global/products_resources/ip_office/interfaces/tapi_and_devlink/overview/index.gsp for more info
3. IP Office Contact Center, release at the beginning of this year (I believe that was the timeframe) does not have a public API (yet).
4. Avaya Contact Center Select, due to be released later this year, is based on Avaya Aura Contact Center, and will support a specific subset of the existing AACC APIs & SDKs. More information will be available from DevConnect in the coming weeks, as we are currently working with the product teams to ensure that they give clear guidance on what is supported, what works, and what doesn't.
There are also a number of 3rd party vendors who've developed call recording solutions for IP Office. You can find these in the DevConnect Marketplace ( www.devconnectmarketplace.com) by either searching on "View by Avaya Product" for IP Office, or View by Solution for Call Recording (either UC or Contact Center variants).

Make sure you get the latest release and SDK.
http://www.devconnectprogram.com/site/global/products_resources/avaya_aura_collaboration_environment/releases/2_0/index.gsp
Service Pack 2 includes a number of enhancements and fixes, including:
Services on a running system can now be manipulated directly from Eclipse. The new Collaboration Environment Eclipse plug-in is bundled with the updated and reissued SDK. The plug-in enables developers to execute common actions on snap-ins, including configuration of System Manager and CE servers credentials. In addition, the plug-in provides an editor for managing attributes and collaboration bus message channels configurations. Refer to updated and reissued Getting Started with the Avaya Aura Collaboration Environment SDK guide for information about the installation and usage of the new plug-in.
The Service Development Guide has been reissued with updated example code for the divertTo method.
The Collaboration Environment API javadoc has been reissued with updates for bus:SampleCBConnector and the data.api package.html file.
The Scopia Connector now supports multi-tenant configurations of Scopia.

Apologies to all. This is still being worked. The mechanism by which our old forum boards stored, mapped and maintained information has made it more challenging to pull information out, and for some forums, the information is quite extensive (the initial cut at one years worth of material for one forum was in excess of 3000 pages of materials, due to included code fragments, etc.).
I do understand that this is very frustrating to you, our members. We are working this issue with priority, and I regret the inconvenience it has caused.
